The short answer
A Washington short-term rental works when four things line up: the county or city code allows whole-home stays under 30 nights at that parcel and either transfers the permit or will issue you one; the covenants allow it; the property carries itself at a normal-year occupancy with your financing and management plan; and the drive is short enough that you will actually run it.
Most Seattle and Eastside buyers end up in one of eight drive-to markets: Suncadia and Cle Elum, Leavenworth and Lake Wenatchee, Lake Chelan, the Grays Harbor coast, Whidbey and the San Juans, Hood Canal, the Olympic Peninsula, or the Mt. Rainier gateways. Each has a different permit regime, and in half of them the seller's permit dies at closing.
This guide walks the nine steps RexMont uses with clients, from the rules at home to the handoff of an operating rental. Every figure on these pages is sourced to the code, the agency guideline or RexMont's own market data, with the date we checked it.
RexMont has spent 2025 and 2026 representing a growing group of Seattle and Eastside households doing the same thing: taking equity from a Bellevue, Kirkland or Seattle home and buying a cabin, beach house or lake place they can rent nightly when they are not using it. The demand is real. So are the failure modes: a Leavenworth cabin whose county permit cannot be re-issued because the subarea is over its cap; an Ocean Shores house in a residential zone the city no longer allows to rent; a Suncadia home bought on a second-home loan whose mandatory management agreement violates the occupancy terms; a five-bedroom listing on a three-bedroom septic.
None of those are hard to avoid if you check in the right order. This guide is that order. Where Seattle and Eastside buyers are actually buying
RexMont's STR Market Pulse is our own monthly read of Washington's vacation-rental markets, built from NWMLS listing data and RentCast sale statistics rather than a third-party revenue estimate. The column that matters most for a buyer is the STR-marketed share: how much of a market's for-sale inventory is being pitched to investors as a short-term rental. How to read it."STR-marketed share" is RexMont's own signal: the share of active NWMLS residential listings whose public remarks sell the home as a short-term or vacation rental. It measures how much of a market's for-sale inventory is being pitched to investors, not how many homes hold permits. Median sale price, days on market and inventory come from RentCast sale statistics blended across each market's ZIP codes; month-over-month and year-over-year deltas use RentCast's own history. Deltas marked "soon" appear as our monthly snapshots accumulate. Medians on small samples move a lot; read the sale count next to them.
Lodging-tax receipts are the Washington Department of Revenue's distributions of the state-shared 2% transient rental tax to each city or county for calendar 2025 versus 2024 (source). Because the tax is a fixed share of taxable lodging sales under 30 nights, the year-over-year change tracks total short-stay lodging revenue in that jurisdiction, hotels and short-term rentals together. Cities report their own receipts; the county figure is the unincorporated area.

The three mistakes we see most
- 1Paying for a permit that dies at closing. In Chelan County, Ocean Shores, Westport, Grays Harbor and Pacific counties, Long Beach, Cle Elum, Roslyn, Winthrop, Twisp, Port Angeles, Bellingham, White Salmon, Gig Harbor and Bainbridge Island, the permit is personal to the seller. Where the area is also capped, a "turnkey Airbnb" is a second home until a new permit issues, if it ever does. Step 3 has the table.
- 2Underwriting on the listing's revenue. Ask for 24 months of payout reports and the Department of Revenue returns, compute realized nightly rate and occupancy yourself, and rebuild the year in the cash-flow calculator at that number and at 20% less. If the second run does not carry the property, the price is wrong.
- 3Letting the loan and the tax plan contradict each other. A second-home mortgage requires you to use the home and keep control; a full-service manager defeats the material-participation test that makes the tax treatment work. Decide who runs it first (Step 5 and Step 7), then choose the market and the loan.

- Coordination with lenders who write short-term rental loans in that county, your CPA on the tax structure, and a qualified intermediary if you are buying with 1031 proceeds.
- Statewide NWMLS access with Seattle and Bellevue offices; referral to a vetted local broker in the few markets outside our coverage.
Checklist
The one-page version
If you only do six things before writing an offer on a Washington short-term rental, do these.
- Confirm in the code, and in writing from the county or city, that a new owner can operate at that parcel this year.
- Read the recorded covenants and any resort registration rules for rental restrictions or pending votes.
- Reconcile the septic-approved bedrooms against the listing and price the rental on the smaller number.
- Verify revenue with 24 months of payouts and DOR returns; model at realized numbers and at 20% below.
- Match the loan to the plan: second-home terms if you will use it and control it, investor or DSCR terms if a manager runs it.
- Get an STR-specific insurance quote, plus wildfire or flood underwriting where relevant, inside the inspection period.

Is buying a short-term rental in Washington a good investment in 2026?
It can be, in markets where a new owner can obtain or inherit the permit and where the property carries itself at a normal-year occupancy. The regulatory direction across Washington is toward caps, owner-occupancy rules and non-transferable permits, so underwrite every purchase as a second home first and a rental business second. Where do Seattle investors buy Airbnb properties in Washington?

Can I buy a short-term rental in Seattle or Bellevue itself?
Seattle allows an owner two units, the primary residence plus one other, with a $75 annual license that does not transfer. Bellevue does not permit an entire single-family home to be used for stays under 30 nights. Kirkland requires the owner to live in the home. Redmond licenses any unit for $153 a year with no occupancy rule. The Seattle and Eastside rules page has every city.
How much money do I need to buy a vacation rental in Washington?
A second-home loan starts around 10% down if you will use the home and keep control of it; investor and DSCR loans typically need 15–25%. Add closing costs, furnishings and setup, permit and license fees, and twelve months of fixed costs in reserve for the off-season. The cash-flow calculator counts all of it as cash invested so the return is honest.
