Does Bellevue require rental registration or inspections?
No. Bellevue has no equivalent of Seattle's RRIO: no rental registry, no periodic inspection, no per-unit fee. The Bellevue City Code has no landlord-tenant chapter; its only tenant provisions are the relocation-assistance rules that apply when a building is demolished or converted. The city's own tenant-landlord disputes page sends both sides to the Residential Landlord-Tenant Act (RCW 59.18) and offers the Bellevue Conflict Resolution Center (425-452-4091) as a free mediation service. A blog that claims Bellevue registers and inspects rentals is describing another city.
That absence matters for timing. A Kirkland or Redmond owner needs 120 days for an increase over 3%; a Seattle owner needs 180. In Bellevue the state's 90 days is the rule, and the state's 12-month freeze and cap do the rest.
Do I need a Bellevue business licence to rent out one house?
Under BCC 4.09.030 a business registers with the city when it has a physical location in Bellevue or earns $4,000 or more a year from business activity in the city. A rented house is both. The 2026 registration fee is $119, the licence does not expire and is not renewed annually, and you notify the Tax Division when the address or ownership changes.
The business licence comes with a business and occupation tax account. Bellevue's B&O gross-receipts tax exempts taxpayers with $215,000 or less in taxable receipts for 2026, which covers one or two single-family rentals, but the return is still filed.
Can I rent my Bellevue house short-term instead?
Not the whole house. Bellevue's Land Use Code defines transient lodging as a stay under 30 days, and an entire single-family home, or a home with an accessory dwelling unit, cannot be used for it; an ADU can only be rented long-term (LUC 20.20.120). Up to two rooms in an owner-occupied home can be rented short-term as a bed and breakfast or boarding house with a home-occupation permit, two adults per room at most (LUC 20.20.140).
An apartment, condominium or unit in a planned unit development in a residential district can be used for short stays after a Short-Term Stay Use Registration Notice is filed with Development Services, limited to five units and 20% of the units in the development (LUC 20.20.800). For an investment house the compliant income strategies are a 12-month lease or a furnished stay of 30 days or more.
Which state rules govern a Bellevue tenancy in 2026?
Washington's rent-increase limit: at most 9.683% in any 12 months during 2026, nothing in the first 12 months of a tenancy, 90 days' written notice on the RCW 59.18.720 form (RCW 59.18.700, 59.18.140). The exemptions in RCW 59.18.710 are narrow: a home whose first certificate of occupancy is 12 or fewer years old, an owner-occupied home renting no more than two units or bedrooms, an owner-occupied duplex to fourplex. A rented house the owner does not live in is covered.
Ending a tenancy follows RCW 59.18.650: 90 days' notice for owner or family move-in or to sell a single-family house, 60 days at the end of an initial 6-to-12-month lease, 14-day pay-or-vacate for non-payment. Deposits are refunded or itemized within 30 days (RCW 59.18.280). Entry needs two days' notice, one day for showings (RCW 59.18.150). None of these has a Bellevue overlay.
What does a Bellevue landlord actually do before the first tenant?
Register the business licence and B&O account, confirm the home is on a long-term lease rather than a short stay, write screening criteria that comply with the Fair Housing Act, Washington's Law Against Discrimination and source-of-income protections, hold the deposit in a Washington trust account with the bank disclosed (RCW 59.18.270), and sign a lease on current RCW 59.18 terms. Bellevue adds no city addendum.
