A standard packet includes the CC&Rs, current bylaws, recent meeting minutes, the budget, a reserve study if one exists, and a statement of any unpaid assessments or pending legal action. In Issaquah Highlands, you'll often get two sets of documents — one for the master community and one for your specific building or sub-association.

Read both. I've had buyers assume the master HOA packet covered everything, only to find their condo building carries its own separate dues and its own rules on top of it.

Washington law gives buyers a review period for HOA resale documents after receipt, during which you can typically rescind the purchase agreement without penalty if something in the packet concerns you. The exact timeline and mechanics depend on whether the property is a condo or a single-family HOA community, so confirm the applicable deadline with your escrow or closing agent for this specific transaction.

This is not a section to guess on. Get the real deadline in writing from escrow before the clock starts.

Should You Hire an Attorney to Review the HOA Packet?

For a straightforward single-family HOA purchase, most buyers I work with review the packet themselves with guidance from their agent and escrow officer. For condo purchases, larger sub-association structures, or any packet showing litigation or a funding shortfall, a real estate attorney's review is worth the cost before you waive your rescission rights.
